Does Singapore have a strong outdoor culture? Such a tiny (and boiling hot) nation may not. Malaysia is cool but it's not exactly REI territory. Singaporean mountaineers are not uncommon, but you don't see many on Denali etc.
I assume that may account for it - your outdoorsmen dress for big mountains which are usually fairly dry. So even if they're somewhat poor, they'd be disinclined to wear any of their gear in Singapore because it's hot and wet…

There's really not a lot of places to do outdoorsy stuff but you'll find a lot of people at the nature reserves, hills blah blah so it's still okay I guess. Probably some of it stems from the fact that every moid is conscripted so a % will definitely grow to like it
But because it's hot and wet it's honestly not the greatest feeling to be hiking or doing some outdoorsy stuff as compared to like doing the same thing in South Korea where it's cooler IMO

tbh tropical climate hikes aren't so bad, if you just accept that you will 100% soak one way or another. I don't bother protecting myself from rain if it isn't going to get cold, I'll just stay wet. Move fast enough and you'll dry out anyway. Mandatory conscription is always a great idea and I hope Singapore, like Japan, correctly considers fatasses to be subhuman.
Most sources give bad advice for tropical climates, focusing instead on mountains or on desert environments. For tropical climates, I do a few things differently. In desert environs, you're advised to like, put a wet handkerchief around your neck, which doesn't work at all in humid environments. Instead of technical fabrics, I think linen (real linen) is the shit. Nothing makes me feel better than linen. Sun protection is much less important than in the desert. I wear strictly non-Gore-Tex trail runners in tropical environments. If you have to cover your legs, the thinnest softshell you can find is ideal. If you're a super fast boy, use shorts and bring gaiters for deep mud. In the case of shelters, in a tropical environment I'll always choose a hot-shit hammock over a tent or bivy. If you carry a machete, leave it sheathed and just use a stick to clear cobwebs instead. I'm sure you know all this, but that's what I have learned to be the most useful.
