Yes because the US is probably tired of trying to keep good friends with Saudi Arabia and it's no longer worth the returns plus a US allied Iran rebalances the middle east instead of the Saudi Arabians getting a total win. Plus a US allied Iran can be pushed to forget about getting nukes and instead depend on the US for a security guarantee.

Politically this stops the middle east from developing too much or becoming a singular empire and permits the west to keep rising up and leaving the middle east behind.

Phase 1 of the plan is complete. All nations in the world of relevance are developed enough or on their way to be developed enough to see their fertility rate go below replacement rate. After this phase of the plan phase 2 requires to leave all these territories stuck at that level of development so as to increase the gap between the wealth of the west and these territories while the west assimilates more territories one at a time every few years.
