To elaborate, Manifest 3 is a standard for Chrome Extensions and it's api. Brave adblocker doesn't use the extension api because it has direct access to deeper layers of the browser.

Technically anyone could make a fork of chromium with a built in ad blocker and be immune to the manifest changes. However only Brave, Bromite, and DDG for Android do so afaik. This is also why Google can't stop Pi-Hole and similar services with Manifest 3.
