That's called a bi directional amplifier. They stick them in large buildings so that they can be neglected, go out of tune, and then jam radio traffic.

I don't see ethernet, I see power and 2x coax. Looks like a RF amp to me. Or a 'smart' cell station rebroadcaster that has an antenna on the roof and one in the building to provide a ghetto microcell.

Isn't left side bottom cable ethernet? I see the coax on the right, but the left looks like top is power and bottom is an ethernet cable. You might very well be right. That was just what I thought it was.

Looks like a metal connector and the cable hangs like coax

If it were an ethernet-to-coax long distance balun you'd expect to see two coaxes, one for each direction.
