This is clearly a reference to the proverb "tilting at windmills" as in attacking imaginary enemies. Empress believes that DRM and those who make it are enemies whereas skidrow is saying that they're just people doing they job.

The phrase itself comes from Don Quixote, which is the entire metaphor.
