The land they own is still among the most valuable and desired land in the world, if they can't figure out how to make it profitable then they're just not cut out to make money. Many of those city laws are r-slurred (especially that “can't add square footage” law mentioned at about 11:30) but I refuse to believe that skyscraper owners can't persuade city politicians to do their bidding.

Worst case put a big insurance policy on the building, make friends with the FBI, and have them groom some terries to deal with it.

Landlords have one job and that's to make land useable so a tenant will rent it, notwithstanding local laws making bad rules about what can and can't be done in a given lot
