From what I gather, the providers want to charge larger popular companies MORE per data volume, rather than constant rates per byte, and no price breaks for higher volume.

If I remember correctly, Netflix is an example of being charged more per data volume, and it resulted in them raising their rates for the first time in years. By creating higher tier data volume costs, Netflix' operating expenses went up significantly, and that cost was passed on to the end consoomer.

In the end, that bullshit just makes stuff more expensive for customers with zero additional value added.
