More seriously, humans know to avoid sideshows and can usually figure out if one's a block away. It's a genuine flaw if Waymo can't do the same. "Avoid large crowds of drunk teenagers screaming and yelling on the street" is a pretty reasonable prior, as is avoiding some areas entirely if possible.
