You could absolutely get past CAFE if you wanted, there's no way a turbo 4banger can't pass emissions and a ranger weighed like 400lbs less than a 4 door sedan so it's not a horsepower issue. Take the drivetrain out of some miserable crossover and put it on a ladder frame

Can't do it. The footprint/mpg ratio is bonkers, you'd need to have like 75MPG on a minitruck now, or else it's gotta be electric (hint: the feds want you to drive electrics)

With 2 to 400lbs less than any other car with the same drivetrain that hits the goals why wouldn't a truck?
Install a factory tonneau cover or cap or something to save the aerodynamics, doesnt make sense to me
