there's probably only so much capacity at each place. There's an insane amount of launches happening all the time which is a very new thing

and gov regulations kill the development of any new spaceports.

Yeah, but if the reason underlying this finding is "Elon is a chud therefore he can't contribute to any legitimate defense objective" then it's still a problem. It's unclear why this commission should even be empowered to second-guess the DoD like this?
