I suspect he will fail. Better men than him have tried. There were attempts to replace the IRS's mainframe systems in the 1990s and the 2000s, they spent millions of dollars and came to nothing.

He has less spare cash than you might think: most of his net worth is tied up in his companies, and AFAIK only Tesla is publicly traded so he can easily cash it out.
Like I'm not saying he isn't insanely comically rich, but he can't just write 100B checks. Even the Twitter buyout was done in partnership with some big banks that fronted him money. I wish he had to put his own money against this effort, it would be amusing to see him sink billions upon billions into a futile effort to get off IBM System 7.
In all honesty, if I were in Musk's shoes I would start by trying to reform the IRS tax code to make it simpler and more machine-parseable. The reason the software is a nightmare is because the tax code is a nightmare.
He probably doesn't have the political juice to achieve that, but he's the first and only person who might plausibly, and who might understand why that is necessary.

you can use non-publicly-traded assets as collateral for loans, which hes most asuredly doing.
he doesnt need to write checks anymore because hes the unelected head of the most powerful federal agency ever devised, and there is literally nobody able or willing to stop him from doing anything he wants; no court is going to try or be able to touch him with a 10 mile pole because he was appointed by a president who argues he has immunity for every possible crime (and for which this absurd claim has basically been accepted). no rich person ever uses their own money for anything because they (or rather their lawyers and accountants) know better.

everyone has been sleeping on his very open and shameless attempts to turn twitter into an "everything app" like wechat. hes pushing to turn twitter into a banking app, a video platform, an instant messaging app, a publisher, an identity app, and eventually tie it into government functions.
this isnt even mentioning the market capture hes attempting in regards to electric vehicles and space travel/industry, telecoms/isps, and most likely public infrastructure (boring company type shit, but less niche), and energy. hes sitting on just shy of half a trillion dollars and has just been handed the keys to the kingdom. he is going to be a trillionaire within the next two years, and worse in 4. assuming hes still alive by then but thats basically a given considering how butt-buddy he is with trump now.
