SSNs aren't unique. They are used to discriminate between people with the same name and birthdate. This is part of why Medicare used to tack values onto the HICN, before they switched to MBI.
What frustrates me about Musk here is that the SSA really does need someone to come in and fix up their systems. They are especially notorious for declaring people dead ahead of schedule. But he's shutting off payments instead of unfricking things, so I expect he will make a mess and probably damage my portfolio in the process.
