The big dip here was on March 4th. By the time he took credit for it, the ruble had already recovered, and then enjoyed 8 months of being stronger than it was before.

The Ruble still hasn't recovered from its crash in 2014 following the annexation of Crimea. In 2014 it hadn't yet recovered from the GFC. At the time of the GFC, it hadn't yet recovered from the collapse of the Soviet Union. In that time, GDP has quintupled and real GDP has nearly doubled. USA had similar real GDP growth since the fall of the SU. The Ruble is a bad metric for the Russian economy since in practice they use USD whenever they can, and it's a meme economy anyway.
