The IL-76 was carrying 65 Ukrainian POWs who were being transported for exchange. The crew and 3 escorting officers were also on board. The Kiev regime knew they were on their way. They still shot it down and killed everyone on board.

Russian told Ukrainian that the prisoner will fly by jet to Belgorod and then be transported from Belgorod to exchange location in kharkov. But seems Ukrainian wanted a cheap media victory “wooo we shoot a Russian jet victory soon”

It was a jet Russian always use to exchange prisoners and Ukraine know that soon will be an prisoners exchange and Russian don't bring that jet that close to the front, Belgorod has good railways so they bring ammo through railways not jets.
Ukraine will slowly turn it into psy ops that it was Russian that shot that jet since now they are saying that those prisoners got killed buuut not in that jet, Russian killed them somewhere else.
Edit: also found out, prisoners movement is fully reported to Ukraine so they knew a jet with Ukrainian pows was heading to Belgorod
