Putin doesn't even consider people living in Ukraine to be Ukrainian. Putin argues that cities on the border with Russia are closer in culture to Russia, so he is trying to eat up that territory and move the border further west.
But I'm doing so, he can claim that the people living near that new border are also more culturally Russian, and repeat.
Russia wouldn't consider any Slav living in his capitol to by anything other than 100% culturally Russian.
