No. The issue is unexploded ordinance. The submunitions have relatively high dud rates. 10% or higher. It's a legit problem. Can even endangered your own dudes. we saw 3(?) hits in this video. There's probably a 30+ unexploded little frag grenades lying in that field that might go off I you step on or otherwise disturb them.

This is a very old problem. The tech has improved a lot. I think I've read back in Vietnam the dud rate was as high as 30%. I think there's a law or an interpretation of a law that sets the target dud rate at 1% and in controlled testing they can meet those numbers (maybe?) but real world results vary. You have a bunch of tiny bombs being ejected from a canister flying mach 3+ and banging around against each other in the air.
