Historically there have been I think 4 NFL teams in Wisconsin. Old football teams were founded usually with financial support from a local business-usually manufacturing or other blue collar employers- so you have some teams still to this day in small manufacturing towns, Green Bay being the smallest that survived into the modern NFL.
Most teams have an owner. Where the team goes is at the whim of said owner.The Packers are a fan owned team. When they need money for something like expansions to Lambeau, they sell shares of the team. If you buy shares during an offering, you become an owner of the team. My old man has two shares from the 1997 offering, one for me and one for my brother. It's a cool tradition that keeps the team in Green Bay. With that, the Packers are one of the most conservative and traditional franchises in the league.

Yeah there's also this. Of course the greedy NFL fricks made a rule so nobody else can ever do this because those profits need to be going to mega-rich team owners instead of back into the organization.
Packers fans are super loyal as a rule. I think they have the longest waiting list for season tickets in the NFL. In one of the pre-season games I watched some team (might have been the Giants) literally had to advertise their season tickets
