No crown molding is understandable. He's definitely in one of those new (((luxury))) apartments that get built by cheap Mexican labor (no unions needed for dimensional lumber) and get rented out by national property management companies at absurd prices.
As for the blinds, that's just
stuff. Easy way to tell if an apartment is worth renting in is to count the number of windows where you see broken blinds. It's like 
. For some reason this and only this demographic is fine with having half-functional blinds than spending the 15 seconds necessary to fix them.
