Time required to make the Ocean's habitable to human life: The technology already exists. Projects to build human habitable underwater structures for long term living are already in the planning stages.

Cost of launching people to the Moon: 1-5 million per trip ( will take a decade or two for costs to fall this low ).

Number of people that could be fit on a long starship journey. 100 people

Minimum number of people required to set up a long term colony: 25-100

Minimum viable population required to repopulate a planet: 500-10,000

Conclusion: If we seriously worked to colonize the moon today, it would cost in the 10s to 100s of billions of dollars to maintain the colony in the long term and the colony is very likely to not become self sustaining until the next century or ever the century after that, assuming technological advancements create solutions that are not available today.

Humanity will not be able to colonize the moon this century beyond a small research team at best.

Time to colonize the moon and set up a long term permanent population: Unknown.

Humanity is stuck on Earth until we can solve for different gravity levels and terraforming the local atmosphere.

What if humanity were to create a giant dome and fill that with the desired atmosphere on the moon's surface?

That would still take decades to a century to finish construction with today's technology.

If we assume the timeline for Moon settlements to be similar to that for the Antarctic settlements, then the moon should have a population of 1,000 plus people by 2130. Without any permanent settlers.

The moon will have 1000 plus population by 2130. The moon's population will not exceed this number for half a century to a century. Then the moon will have consistent population growth after 2180.

We are still centuries away from becoming a proper multi-planetary species.

Humans aren't meant to congregate in the extremes that they have right now. Humans are not programmed to enjoy being packed like sardines.

Humanity requires a local environment where they can be spread out 100s of meters to kilometers away from one another without risk of dying from predators of suffering from lack of resources.

The current upgrades to the internet and constant global internet access, combined with ever more easily accessible technologies once again offer this opportunity to humans. To move into far away neighborhoods while still having access to all the privileges of living in heavily dense environments.

As it becomes clear over the course of recorded generations that cities are permanent population sinkholes and there is no solution around that, humans are once again going to evolve to spread out across the lands.

To be able to successfully do this there are two requirements:

1. All natural predators capable of killing humans need to die out.

2. The human population needs to go down a whole amount to give more physical resource access to each individual without harming the global environment.

The global population needs to go below a 250 million for humans to have access to the amount of land and resources that allow for truly comfortable living where man can look forward to life in the future.

The elite know this. This is why they keep encouraging population decline with the policies that they pass. They want you to die out so that they can offer land tithes to their workers once again and make the dependency relationships far more stable with both the master and the servant satisfied with their lot in life.

Nation states already exist as entities separate from the people that live within them. People are freely replaced as long as the entity the nation state continues to exist.

Conclusion:

The global population is going to keep falling and the elite are not going to do anything serious about it for centuries as long as the population decline does not cause societal collapse.

With only 55% of the current gen males having even asked a girl out, it is guaranteed that in another century the global population will be less than half of what it is today.
