Jesus was talking about pilpul and general abuse of the law of moses. the law was not entirely replaced, sodomy for example is still forbidden. some parts of the gospel would be more strict like divorce but it isn't because scrotes suck.

Note the use of joyful heart. This would imply you can drink alcoholic wine and be fine even under the old covenant.

John 2:10 (NIV)

They did so, 9 and the master of the banquet tasted the water that had been turned into wine. He did not realize where it had come from, though the servants who had drawn the water knew. Then he called the bridegroom aside 10 and said, “Everyone brings out the choice wine first and then the cheaper wine after the guests have had too much to drink; but you have saved the best till now.”

Within the context of the miracle “water to wine” @OP mentioned we see the you can have “too much to drink” of this said wine Jesus is replacing.

So while it sets limits (there is a “too much”) the wine is clearly alcoholic- you can get drunk on this.
