Nature cops do not frick around when it comes to Marine Mammals. Your unrestrained pet harassing animals is generally treated the same as you doing it directly. You're getting off easy if it is a sub-$1K fine. You will pay it because taking it to court is risking up to $10K in fines and/or legit prison time. If you did it from a boat, it's not unheard of for them to seize the vessel, trailer, and the vehicle you towed it there with. They really like to make an example of offenders, especially if public attention is drawn to it.
