Project Manager roles vary by company, but IME it's normal to expect a PM to take notes. Also this woman has apparently been let go 6(!) times in the last few years, so she might want to consider being a compliant wagie
If I'm PMing a project then I'm going to be taking notes all the time anyway
I'm always surprised to hear about PMs outside of my experience where I work. Ours are all workaholics and it's QA and Ops that need constant pushes to do anything
