Yes. Besides higher education like you mentioned, most public elementary and high schools and also many private schools participate in federal funding. Like think of the free and reduced school lunch program. It comes with strings attached like following civil rights laws or No Child Left Behind standards, that's how the federal government enforces those when it really has no constitutional power over education as such.
