The people who want to ban gender-affirming surgery for minors are the same people who are most eager to impose gender-assignment surgery on intersex babies.
Which says nothing at all about the rightness or wrongness of such surgeries, but it does expose the hypocrisy of people who insist that gender is an essential biological binary. When a baby is created by God with ambiguous genitalia, the people who are quickest to insist upon assigning it a gender surgically are the vey same people who most adamantly oppose allowing an older child or adult to choose their own gender identity. They appoint themselves the arbiters of God's mistakes, and remake God in their own image.
