Yes, they wanted to change the model without causing massive outrage so they shipped it as a new game with some ugly graphical updates. Old overwatch you could get any skin you wanted just by playing for a week or getting lucky with loot boxes. Nowadays you gotta shell over some neetbux if you want a chance at a skin

Businesses which are in a "make or break" period have a tendency to have upper management make wild bipolar swings to try and make it past the next quarterly financials without massive cost.
I've seen absolutely bizarre projects get cancelled at tech companies when expenses are high. They just sell you on something your entire tenure working there and talk about how its going to save the company or push it to new heights and then its just gone one day for no reason at all because the vendor contracts which keep it afloat are way easier to cut than announcing layoffs internally.

OW2's biggest change was getting rid of almost all the shields and stun abilities. But at the core of the game my issue with is it just has awful movement/jumping, no real ability to dodge, especially compared to source engine game

you can really see all the concessions they made to make the game work on console with the movement and map design. Rocket jumping is aids on a controller, so they gave pharah a jetpack. Double jumping is a shitty way to dodge if you cant airstrafe, so tracer just dashes instead. The map design is super basic in comparison to similar games on PC. Like yeah, there's some verticality, but its achieved in a really braindead "this is the low ground area, this is the high ground area" way, instead of using a combination of angled surfaces and multi tiered structures to create interesting combat scenarios. If this was deliberate, it was definitely a way to make the game more palatable for analogstickcels, but it could also be due to the map design being hampered by them trying too hard to keep a sense of believability. CSGO has more abstract maps and that's a shooter at least superficially grounded in realism, let alone quake or tf2 which have extremely abstract map geometry.
