That's not really the case lol. NPCs just walk around and most buildings are decorative outside of gas stations.
I was playing the San Andreas remaster and I remember being surprised that every shop in an outlet mall was actually a business you can enter. The modern ones don't do that anymore. They don't even let you eat chicken at Cluckin' Bell
