The Arcturian Heresy says he was from High Rock and his name was Hjalti Early-Beard before the victory of Old Hrol'dan. After that the Nords called him Talos. The Orthodox view is that his name was always Talos and that he's from Atmora. Tiber Septim is the name he takes when he becomes Emperor. It is not confirmed which name is first.
