Found a city in a small island the middle of nowhere, name it Whore Island, sell it to the civ you want to take over, then invade them and raze/take everything from them except Whore Island. You took everything, they're now confined to the irrelevant Whore Island and you avoid the genocide diplomatic penalty :marseysmug2:

Once I played long past winning and reduced the remaining 5 nations to single-tile cities. I surrounded them and used great generals to take all the land that wasn't their actual city.
