They planned to have a lot more content on the east side of the river fleshing out how the Legion works. But development was rushed (thanks Feargus) so all they completed was Ben Shapiro being a sassy b-word. It's not their full artistic vision.

they had their priorities on the NCR since it was their initial brainchild, even among 
the companions there 
are no explicitly pro Legion ones like Boone for the NCR. Sad!

Couldn't bring myself to work for the Legion, because Caesar thought paying me for work was beneath him.
Mr. House knew my worth so he would double my pay on the spot, and NCR had some nice people willing to slip me a few caps for a job well done. They are all right in my book.
