They just didn't have the forethought. It was supposed to be a fun little holiday item and they didn't realize having a limited window item would have such an effect on the game economy.
I still think back to the day where I got a Disk of Returning at a drop party, after they had been discontinued, but I didn't know what it was so I gave it away to some guy who was in an inaccessible area in exchange for knowledge on how to get to where he was (he didn't tell me)
