on normal diff/combat diff? Easy as shit, you still get enough action points for 1 burst/round. And as I correctly assume you're one of the '10 agility is a must' r-slurs that nets you 8 extra special points that you can spend on luck, int and endurance. Pick fast shot [since you don't have access to sniper] and gifted, some more crit perks, and you can safely erase 1-2 enemies per round with brrrrrrrt.

A fun way to min-max Fallout 1 is to get a rope from Vault 18, go straight to the Glow, melee the robots on your way in, load up on cool shit, then head back to Shady Sands and play through the game as you were but suited up in power armor and loaded with energy weapons.
