I'm not disagreeing that HOI4 is balanced around MP, but SP is the lion's share of players and the reason the genre exists.

This one isn't the case, and it's an extremly bold claim. it's the reason certainn mods exist, but not the vanilla game, and that has been the case for every game. They even had their own matchmaking service back in y2k called valkyrie-net. It's like saying the reason competitive FPSs exist is like CS2 exist because there is a play with bots option. It's not even comparable.
The only two games I would describe as primarily single-player are Stellaris and EU4 for the sole reason that they are so easy the encourage maximum larp. Which is then also why EU4 has the second-most popular multi-player scene, it's so easy.

I feel like I'm talking to an alien on this particular topic. Grand Strategy Games are inherently a singleplayer dominated genre. Always have been, probably always will be. Close to 90% of all Paradox game players never play multiplayer.
Why would there be a million nonsensical, non-beneficial larp paths in HOI4 for completely irrelevant countries if it was meant to be a competitive multiplayer game?
These games originated as digitized tabletop board games played against the computer with the later addition of multiplayer capability on top.
Comparing it to Counterstrike is apples to oranges because twitch shooters never existed as a popular singleplayer genre. The player counts show that not many people want skill based shooters against bots. In contrast the player counts show that the vast majority of Paradox game players have no interest in multiplayer.
There's no value judgement in what I'm saying or personal stake. Obviously MP is more interesting and competitive because real people are more capable at adaptation, but that isn't what sells most Paradox GSG copies.
