The first paragraph is all over the place. Who are they making fun of?

One thing I was taught about comedy long ago is that you have to establish some level of trust with the audience before you do anything complicated. Like here they flip from... I guess a parody of really lazy burger pop history ("not standing in line") to the Geneva Convention thing. And I'm just kinda scratching my head and wondering if the first part was really a joke or they're just poorly educated.
