So I'm confused, is there a national emergency on the border or not? Because apparently these cities can't handle a few busloads of illegal aliens, yet the border states have been dealing with such a massive influx for the past decades that the entire demographic of these states have changed.

Not only is Chicago a sanctuary city, but our governor has declared the entire state of IL to be a sanctuary state. No LEOs in the whole state, even local departments, are allowed to work with ICE on literally anything at all. Like if ICE calls up a local PD to say "this guy xyz that you arrested for mugging is here illegally and we're coming to pick him up so we can process his deportation", the local PD is forced to ignore them, or the individual LEOs will face prison time.
This is considered "good".

ICE asks wildly ridiculous bullshit of local departments. Shit like “help us find this guy whose name we don’t know” and “hold this guy without charges for weeks till we can come get him”. All on their own dime and time. ICE needs to send their own guys with their own money instead of relying on counties that sometimes have literally like two guys.
