They’ve been trying to stage a referendum to annex since the start of the war. The organizers keep getting blown up.

What's the end game? Do they think that by declaring it Russian territory Ukraine will just go "darn, you got us! War's over guys. Time to go home." I know it's a probably a ploy at sending conscripts to "Russian" territory, but at this stage it's probably a lost cause.
