No. Andromeda is not a Zodiacal constellation and so Neptune can never be in it. All the planets are restricted to Aries through Pisces (plus that part of Ophiuchus that astrologers prefer to forget about), the constellations that are in the plane of the ecliptic.
In a telescope big enough to show Neptune and its ring like that, the Andromeda Galaxy would look huge; its apparent diameter is bigger than the Moon and the reason we don't tend to see it beyond a glimpse of its bright core is that it's too dim, not too small.
