Was the Hawaii nuclear scare thing a planned test after all?

Just wondering if anyone else has thought about this or if there is information I have not seen. It seems to me like it would be VERY valuable for defence to measure the reactions of people to β€œactual” news that nuclear was was on its way. Any info or good sources on this even, fill me in
