Brutalism can be bad, but you can't deny that it is a form of art. Personally I think it can be very fitting for Institutions, as it speaks to monolithic power, secular asceticism and pragmatism over style.
That said, those qualities make it terrible for spaces people live in
the most common type of "brutalist architecture" is a lukewarm imitation of the real thing, and that looks boring for the first ten years and afterwards it just looks ugly.
