I think you are NTA, as it is your responsibility as a parent to monitor your daughters well-being, which is clearly being negatively affected.

Witchcraft itself isn't any more harmful than other religions and curses are DANGEROUS magic (I'm a pagan practicioner) which are strictly off limits if you want to practice witchcraft safely, they're strongly discouraged in our circles and some covens here expel members for using them.

Your daughter needs to learn about karma and the rule of three.
What she is doing, trying to cause harm to others in such a way whether they are still living or deceased is not right.
She isnโt even trying to bind and stop them being a negative influence - she is just going straight to harming and again, thatโs not cool or right.
I think youโve been fairly tolerant up to now.
She needs some serious guidance before she messes with forces that she just doesnโt quite understand and ends up messing up royally.

Fun fact: "ye", "ge" or "รพe" is an archaic English collective honorific used to denote that the people you are speaking to are equals or superior to the speaker or writer. "You" (as a collective) is the informal equivalent. "Thou" is a superior speaking down to an inferior group (hence its common use in the Bible by God).
As everyone is subject to the law, this "wiccan rede" is about as authentic sounding as a sign in a renaissance fair saying "Ye Olde Shoppe".
