You, and certain rightoid personalities, are inventing a risk out of thin air. There was no risk. Observing could give valuable intel, and shooting it down over water means they recover something much more intact. If they recover biological or chemical weapons or anything else, I'll be happy to eat my words. But do you really think the CIA doesn't have reliable intel telling them more or less what it's carrying? They tracked it from China for fricks sake. And this isn't even the first time apparently.
