Wow, that’s a huge fricking deal. Russia can’t replace Baikonur, even if they build an exact replica. It’s entirely latitude dependent.

The ISS is at the inclination that it’s at because that’s the lowest inclination orbit that can be reached from Baikonur, while western launch sites (Cape Canaveral, Vandenburg, French Guiana) are much closer to the equator.

That’s devastating, that almost completely destroys their space program
