That's what a no trust society is. An environment of distrust ("That man signalling for help is too suspicious") causes missed opportunities for mutually-beneficial interactions (saving a life).

The tragedy of no trust societies is that, like you said, even normal people are forced to make callous yet totally understandable decisions. However, everyone acting like buttholes reinforces that no one can be trusted, making it immensely difficult to reform.

Yeah if I was in San Francisco and someone stumbled up to me asking for help in the middle of the night there is a zero percent chance I would unlock my car or let a window down. If I were on the phone with someone in that situation and they were considering opening the car door or something I would call them fricking crazy. That is, ironically, how you get stabbed. When faced with this situation in SF you call 9/11 and you drive away.

There are still people who do trust and try to help, and often they get punished for it or regret it.
