Not a rightoid, but anecdotally, Austin PD no longer responds to non violent crimes in progress if you call 911. They cite a lack of resources and covid. So unless you wait for 1-2 hours at the address you called the police to about your bike being stolen, an officer never shows up, so a report is never filed.
