Safari. Add to homescreen>add. Done. Icon on Home Screen. Opens rdrama in safari when I tap.

When I do it it doesn’t open safari, it opens the pwa. It’s not working properly on your phone if it’s doing that, that is probably why you don’t see it lol

Can you try deleting and reinstalling it and seeing if it still works? Cursory glance at stackoverflow or whatever suggests that it’s either an issue with the manifest file or something specific to iOS 16.1 and beyond.
