No you're wrong. He has clearnet to admin 1/4 of previously active users over tor. Tor is used to hide their datacenters from crazed :!marseytrain:s not the NSA. If you run tor & i2p off the same resources just ddos tor and i2p goes down. If you ratelimit tor for i2p you're bottlenecking yourself for no reason because hardly anyone uses tor & nobody will use i2p.
