yes but most Chinese (think literally hundreds of millions) live in poor conditions with little access or time for education. That the higher end of the population have a better IQ that the higher end of the Euro population I believe

I lived in Russia and their school was way harder than my in west Europe. They have way more stem subject than average in west Europe schools. West Europe schools have more languages and sjw subjects. The only reason so many kids in russia pass all the subjects because they let them cheat. China has similar system to Russian but itβs harder to cheat than in Russia.
Japan and Korean schools are also similar to Chinese. There are strong correlation why you have such high rope numbers by high school students.

Russia is different as their Communist policies focused a lot on school, especially math. Still, in the outskirts of the Russian Empire, do you really think the Altai people get a first grad education? China is mainly still a primary society of farmers, and even in many cities there is surely a lack of education following the high cost of not working, and paying for school supplies

From what I recall, the IQ map data may be very roughly correct but it is heavily flawed, with the methodology being criticized numerous times. Not necessarily cherry picked, but just bad practise and haphazard sampling, along with often tiny sample sizes.
Having said that, we all get a lot of cool gadgets and stuff from China! (including Covid19). Wouldn't surprise me if they had brighter noggins than the West.... on average.
