I'm not sure about this one, but there is another joke where the punchline is 'No soap, radio'. It does not make any logical sense, but the joke is on the person that does not know the joke. So it's kind of a social joke. I suspect that the one in this post is of the same sort, maybe just invented by that guy. It's basically what we do here with our lingo and laughing at outsiders.
