Anyway, I know exactly what happened to the town's politics that's preventing any actual solutions to dealing with the problem:
For years young girls finishing highschool in Cobourg have headed into Toronto to get a degree in some useless social studies program where they get brainwashed into a ton of progressive nonsense. When they can't find jobs in the city because their degrees are basically worthless, these young ladies move back home and perpetually squak about far-left ideas loud enough to confuse the old people and rubes who never left the area into voting for lefty politicians who are incapable of managing anything, let alone an actual town.
Forcing the homeless onto a bus with a one way ticket to Vancouver is cruel and inhumane though, so the problem is never dealt with and the number of bums in town just keeps slowly ticking up.
