The first tier is the do what you want when you want and have the full political and media support of the federation -tier. This is Netherlands, Germany, Belgium etc They very often come with the most delusionally idealistic ideas and no media body ever pressures them:
Germany closing nuclear energy reactors and then opening coal and importing energy? Letting people who hate you in and making eu into a GTA map? OPs example? Tier one.
Second tier is the as long as you make money for us and vote in our favor we will allow it until a certain time we define otherwise -tier. This is Spain, Italy, France etc
Third tier is where you fall when you frick up, dont vote for tier one's agenda or dont make enough money, here you learn to toe the line and become the designated eat shit area.
Italy almost fell here, Greece is here for, well no need to explain, Poland is here, Portugal is here but the banking sector is using them as outsource more and more, so maybe tier 2 in a decade, Croatia is here, Slovenia and Slovakia etc
Tier four is the we promise to take you in one day or we took you so you dont side with the enemy tier. You got Bulgaria / North Macedonia , Romania, Serbia, Kosovo, Bosnia etc

Tier one is basically monarchy. One of my first lessons in university I think during law lesson teacher told 90% politicians had parents in politics. Ursula is from Germany and her dad was eu funding member and obviously is daughter who was caught doing plagiarism and spends tons of year studying different random topic and ending with unrelated degree to politics and being best friend with Merkel is legit serious politician loved by people (she didn't won single election and had tons of high positions)
