It's less of an issue in Mexico because down there such people are just killed. The police kill them, business owners kill them, sometimes their own families kill them, the military kills them if nobody else will. It's completely legal because their legal system will never consider let alone prosecute cases against drug users. There is no safety net, those people actually die and are either dumped in a mass grave with other homeless, or not. Which is why Mexico is a third world country.
